California Professional Authorizations in Education
Multiple Subject Added Authorization
A candidate who holds a Single Subject Credential with English Learner Authorization can add a Multiple Subject Content Authorization to their Single Subject credential by:
- Submitting an application for admission to UMass Global;
- Taking EDMU 521 Literacy and Language in K-8 Classrooms II;
- Taking EDMU 523 History, Social Science and Visual/Performing Arts in K-8 Classrooms, or EDMU 524 Teaching and Learning Mathematics in K-8 Classrooms or EDMU 525 Teaching and Learning Science in K-8 Classrooms (3 credits);
- Demonstrating subject matter competency in multiple subjects;
- Passing the Foundations of Reading examination;
- Candidate submits a direct application to CTC.
Single Subject Added Authorization
A candidate who holds a Multiple or Single Subject Credential with English Learner Authorization can add a Single Subject Authorization to their Multiple Subject credential by:
- Submitting an application for admission to UMass Global;
- Successfully completing EDSU 540-AA (for candidates seeking their Single Subject Credential in English, World Language, and History) or EDSU 541-AA (for candidates seeking their Single Subject Credential in Math, Science, Health, Physical Education, Art, or Music); the content area course must align with the subject matter competency route;
- Demonstrating subject matter competency for single subject;
- Candidate then submits a direct application to CTC.
Candidates who have completed the requirements for a Single Subject Credential in one content area can add a different Single Subject Authorization in another content area to their credential by:
- Successfully completing either EDSU 540-AA (for candidates seeking their Single Subject Credential in English, World Language, and History or EDSU 541-AA (for candidates seeking their Single Subject Credential in Math, Science, Health, Physical Education, Art, or Music) in the additional content area with the exception of candidates who are:
- Adding a new science content area to an existing science credential
- Upgrading a Foundational Level Mathematics credential to a full Math credential
- Adding an additional World Language content area to an existing World Language Credential
- Demonstrating subject matter competency for single subject;
- Candidate submits direct application to CTC.
California Bilingual Authorization (BILA)
UMass Global offers the bilingual added authorization in Spanish and Mandarin. This program provides credentialed teachers with a California Commission on Teacher Credentialing (CTC)-designated authorization to provide the following types of instruction to English Learners (EL):
- Instruction for English Language Development (ELD)
- Instruction for Primary Language Development
- Specially Designed Academic Instruction Delivered in English (SDAIE)
- Content Instruction Delivered in the Primary Language
With all prerequisite credentials or permits, Specially Designed Academic Instruction Delivered in English (SDAIE) and content instruction delivered in the primary language are authorized in the subjects and grade levels of the prerequisite credential or permit.
This program is pending CTC approval. Students will not be admitted to this program until CTC approval.
Admission Requirements
- Completed admission application to UMass Global;
- Eligible candidates must possess a valid California teaching credential, Speech-Language Pathology or Clinical or Rehabilitative Services Credential with a Special Class Authorization, School Nurse Services Credential with a Special Teaching Authorization in Health, Visiting Faculty Permit, Children’s Center Permit (excluding emergency), or Child Development Permit (excluding Assistant and Associate Permit) that authorizes the holder to provide instruction to pupils. It is acceptable to earn a preliminary teaching credential and the bilingual authorization simultaneously;
- Passing scores on Tests III in the target language of the California Subject Examinations for Teachers (CSET): World Languages. Scores used for certification purposes may be no older than ten years from the individual passed exam date. Teachers who hold a valid, non-emergency California Single Subject or Standard Secondary Teaching Credential with a major in a language other than English (Spanish or Mandarin) do not need to take Test III of the CSET: World Languages Exam to qualify for a bilingual authorization in that language. Teachers who hold a three-year or higher degree from a foreign institution in which all instruction is delivered in a language other than English (Spanish or Mandarin) also do not need to take Test III to qualify for a bilingual authorization in that language. The foreign institution must be equivalent in status to a regionally-accredited institution of higher education in the United States.
Candidates must be admitted to the California Bilingual Authorization (BILA) program in order to be recommended for the bilingual authorization.

NOTE: Courses can be taken in any order. Courses must be passed with a B- or higher. Course transfers are not accepted for this program. Courses cannot be waived with CSET exams.
This program requires 20 hours of field experience in a bilingual education setting. The field experience assignments are embedded in the courses.
Recommendation for Authorization
Upon successful completion of coursework, candidates may be recommended to CTC for the authorization. To apply for the authorization, candidates should navigate to the School of Education from their student portal and complete the Credential Recommendation Request Form. Once the recommendation is made by the Office of Credentials and Clinical Practice (OCCP) candidates can submit the credential fee to the CTC for the credential.
California Teacher of English Learners (CTEL) leading to an English Learner (EL) Authorization
This program provides credentialed teachers or credential candidates with a CTC-designated authorization to serve limited English proficient students. The CTEL program follows all school of education graduate policies and procedures, including GPA and grade requirements. Up to 3 credits may be waived or transferred. At least 9 credits must be taken at University of Massachusetts Global.

Applicants must complete and submit the University of Massachusetts Global application and be enrolled into the California Teacher of English Learners (CTEL) program.
Candidates with a verified SB 1969 Certificate of Completion issued by a school district or county office of education, or a Certificate of Completion of Staff Development (CCSD) issued by the Commission are eligible to waive EDUU 527 English Language and Literacy Development (3 credits). Please inform your advisor at registration. Your advisor is required to verify your information via the CTC website before submitting your course waiver petition.

Autism Spectrum Disorders, Added Authorization
This program provides eligible candidates with a CTC designated authorization to serve learners with Autism Spectrum Disorders. The California Autism Spectrum Disorders Added Authorization authorizes the holder to conduct assessments, provide instruction, and special education related services to individuals with a primary disability of autism as defined in subsection 300.8(c)(1) of Title 34 Code of Federal Regulations, Subpart A, across the continuum of special education program options at the grade and age levels authorized by the prerequisite credential required in (a)(1).
The California Autism Spectrum Disorders Added Authorization is limited to the grade and age levels authorized by the prerequisite credential. For example, when the holder of a Specialist Instruction Teaching Credential in Learning Handicapped adds an Autism Spectrum Disorders Added Authorization, the teacher may serve students in grades preschool, K-12, and adults while the holder of an Education Specialist in Mild/Moderate Disabilities who adds the Autism Spectrum Disorders Added Authorization may serve students in grades K-12 through age 22.
